New driver rules in 2026: what's changed and what's coming for learners
Quick answer: In 2026 the rules that changed for learners in England, Scotland and Wales are the DVSA test booking rules: only you can book, 2 changes per booking, and moves only to your 3 nearest test centres. A minimum learning period of up to 6 months between theory and practical tests has been consulted on but is not law. After you pass, the 6-point rule still applies for your first 2 years.
There's a lot of noise online about new driver rules, and plenty of headlines mix up what is law, what is proposed and what only applies in Northern Ireland. This guide separates them. It covers the UK driving rules that changed for learners in 2026, the government's proposed minimum learning period, and the rules every new driver must follow once they've passed.
| Rule | Status (November 2026) | Applies to |
|---|---|---|
| Only the learner can book or change a car test | In force since 12 May 2026 | England, Scotland, Wales |
| 2 changes per test booking | In force since 31 March 2026 | England, Scotland, Wales |
| Tests can only move to the 3 nearest centres | In force since 9 June 2026 | England, Scotland, Wales |
| Cancellation-finder apps banned | In force since 12 May 2026 | England, Scotland, Wales |
| Minimum learning period before the practical test | Proposal: consultation closed, no decision yet | Would apply to England, Scotland, Wales |
| Licence revoked for 6 points within 2 years of passing | In force since 1997 | Great Britain |
| Graduated driver licensing with night and passenger limits | In force since 1 October 2026 | Northern Ireland only |
The new driving test booking rules (in force)
The biggest change for learner drivers in 2026 is how you book and manage your practical test. DVSA brought in the new rules in three stages to stop bots and resellers buying up appointments:
- 31 March 2026: you can only make 2 changes to a car driving test booking.
- 12 May 2026: only the learner can book, change, swap or cancel a test. Driving instructors and third parties can't, and cancellation-finder apps are banned.
- 9 June 2026: you can only move your test to one of the 3 nearest test centres. For Doncaster that's Rotherham, Barnsley or Worksop.
Our guide on how to book a driving test walks through every step, and driving test cancellations explains how to find an earlier test without breaking the rules.
The proposed minimum learning period
In January 2026 the Department for Transport published a new Road Safety Strategy, aiming to cut road deaths and serious injuries by 65% by 2035. One of its consultations asked whether learner drivers should have to wait a minimum time between passing their theory test and taking their practical test.
The consultation ran from 7 January to 11 May 2026. GOV.UK now says the government is analysing the feedback, and no decision or start date has been published. It would apply to car (category B) tests in England, Scotland and Wales.
What the consultation asked about:
- A minimum time between the theory pass and the practical test. Headlines have focused on 3 or 6 months, the periods used in places like Victoria in Australia and several US states.
- A minimum number of supervised driving hours, with an approved driving instructor and/or an eligible supervising driver such as a parent.
- A mandated learning syllabus covering things like night driving, different road types and bad weather.
- A logbook to record your driving experience, possibly digital.
- Exemptions for some groups, such as carers, disabled people or people who need to drive for work.
Why it's being proposed: according to the consultation, drivers aged 17 to 24 make up 6% of driving licence holders but were involved in 24% of fatal and serious collisions in Great Britain in 2024. Studies from other countries found minimum learning periods cut collisions by between 5% and 33% for different groups.
Does DVSA say how many lessons you need?
Not any more. DVSA used to quote an average of about 45 hours of lessons plus 22 hours of private practice. Its Ready to Pass guidance now says there is no minimum number of lessons or practice hours, and that progress depends on the person. That may change if a minimum learning period with set hours becomes law. Our guide to driving lesson prices in Doncaster covers what learning usually costs.
The 6-point rule for new drivers
This one isn't new, but it catches out new drivers every year. Under the Road Traffic (New Drivers) Act 1995, if you get 6 or more penalty points within 2 years of passing your test, your licence is revoked. You go back to a provisional licence and have to pass the theory and practical tests again.
Six points comes round faster than people think. Using a handheld mobile phone while driving carries 6 points and a £200 fine, so one offence in your first 2 years is enough to lose your licence.
What about graduated licences, P plates and passenger limits?
In England, Scotland and Wales there are currently no night-time or passenger restrictions for new drivers, and P plates are optional.
Northern Ireland is different. Its graduated driver licensing scheme started on 1 October 2026 and includes:
- a 6-month minimum learning period and a logbook before the practical test
- a 2-year restricted period with a plate for new drivers
- a 6-month night-time driving restriction for new drivers under 24
- age-related passenger restrictions at night, with exemptions for close family
If you see a headline about passenger bans for young drivers, check whether it's about Northern Ireland.
Other changes in the Road Safety Strategy
The strategy also set out consultations and plans that affect all drivers, including:
- lowering the drink-drive limit in England and Wales to match Scotland's lower limit
- mandatory eye tests for drivers aged 70 and over
- the use of alcohol interlocks for some offenders
- penalty points for not wearing a seatbelt and higher fines for driving uninsured
None of these is law yet. And remember the Highway Code changes of January 2022, which introduced the hierarchy of road users: drivers of larger vehicles have the greater responsibility to look out for pedestrians, cyclists and horse riders.
Other UK driving laws new drivers get caught out by
These driving rules aren't new, but they're the law changes and licence rules newly qualified drivers most often fall foul of:
- Mobile phones. Since March 2022 it has been illegal to hold and use a phone for almost any purpose while driving, including taking photos or scrolling music. You can only use it hands-free, set up before you drive and secured in a cradle. The fixed penalty is 6 points and £200, which is enough to revoke a new driver's licence.
- Speed limits. Most speeding offences carry at least 3 penalty points. Two speeding tickets in your first 2 years can cost you your licence.
- Your photocard driving licence. The DVLA requires you to renew the photo on your licence every 10 years, and you must tell the DVLA when you change address.
- Clean Air Zones. Sheffield and Bradford have Clean Air Zones, but they don't charge private petrol or diesel cars, so they won't affect most new motorists driving their own car.
What this means if you're learning in Doncaster
For now, learning to drive in Doncaster works the same way it did last year, apart from booking your own test. If a minimum learning period comes in, it will reward learners who start early and build experience steadily, including lessons in the dark, in bad weather and on faster roads. We'll update this guide as soon as the government publishes its decision.
Alma tip: Whatever the rules end up being, the safest new drivers are the ones who've practised in every condition before they pass. Ask your instructor to plan lessons at night, in the rain and on the dual carriageways around Doncaster, not just on the test routes.
Frequently asked questions
What are the new driver rules for 2026?
In England, Scotland and Wales the main changes are to test booking: only the learner can book, you get 2 changes per booking, and you can only move to your 3 nearest test centres. A minimum learning period has been proposed but isn't law.
Is there a minimum learning period for learner drivers?
Not yet in England, Scotland or Wales. The government consulted on one between January and May 2026 and is analysing responses. Northern Ireland introduced a 6-month minimum learning period from 1 October 2026.
Do new drivers have to display P plates?
No. P plates are optional in England, Scotland and Wales. Under Northern Ireland's new scheme, new drivers display a plate for 2 years after passing.
What happens if a new driver gets 6 points?
If you get 6 or more points within 2 years of passing, your licence is revoked. You'll need to apply for a new provisional licence and pass both the theory and practical tests again.
Are there passenger restrictions for new drivers in the UK?
Not in England, Scotland or Wales. Northern Ireland's graduated driver licensing, which started in October 2026, includes night-time passenger restrictions for some new drivers.
